I live in Ohio. Do you need an identification number of the country with a court order to obtain identification class. I have no driver's liscence or social security card. I cirtificate a birth certificate. I took my birth and social security card bills cirtificate BMV and they told me I had to go to the office of social security and get a new card. I can not get a card without a photo ID, issued by the State. Does this mean no?
